Usually Photoshop, or similar tools.
With a bit of practice, and looking at some tutorials online, you should be able to do pretty much anything with it.

@zona all i did was cut down one of my pictures, i didn't want a fancy over the top picture
But yeah a program like GIMP which is free is a good choice for makin' sigs.
Yup, my sig and the one of the quoted poster could have easily been made in GIMP, even though I used photoshop for them anyway. I'm going to have to switch back to GIMP in about a week though once my trial ends on photoshop.

I downloaded GIMP last night to try my hand at this. Not that hard, though as another poster pointed out, an online tutorial would probably help. My only issue is, with the sig dimension limits on this site, the image I wanted to use ended up too small...
1. Took in game screenshot.
2. Open screenshot with photoshop (Gimp will work as well).
3. Resized the image to the largest value (500 pixels)
4. opened new image at the size of the sig (500x150) note: size measures as width x height
5. create a selection box of the entire sig sized window.
6. Drag the selection box to the original image and place it around the area of the image you want.
7. do either of the following
a. go to edit tab, click copy. Go to sig image window. go to edit tab, click paste.
or
b. change to your move tool and drag the selected area of the image to your sig window.
8. Add text if desired
9. save as jpg file. Note: I also save as psd file so I can make any adjustments later.
While you're all busy tinkering with the new goodies, a friendly reminder:
The rules state five lines of text or 500x150 pixels image.
If you use more then 5 lines or more than 500x150, you may wake up one morning without a siggy at all. *points at bigduckie's sig*

Yep it's perfectly fine. Let me see if I can find her previous response to the matter..
Also, I have already seen posters use the full signature image size PLUS text. Stormshade said "Yeah, you can have both if you can keep it small", but we are already having walls of text. Please try to keep it small, else we'll do what we had to do on the "30 days rule" and just bluntly enforce it.
I personally have a 500x100 image sig with two lines of text, so that seems fine.
