If the Klingons can respect Neutral ground, even in a time of civil war, (Redemption part 2), then I see no reason for them not to now. There are plenty of us fed's who would drink with tomorrows foes.
Which part? Cause getting more interaction between both factions with a war going on doesn't strike me as depressing.
I share you opinion, however there has to be something to obtain and hold in order to have a faction war. We have nothing along those lines, read my proposal in my sig area below.

If Klingons want to access the Gamma Quadrant, then release all claims to territories that rightfully belong to the Gorn, Naussican, and every other species that has been invaded by your "honorable" people.
Otherwise if you want access to the Gama Quadrant, Come and take it.
Maybe that sector could be under a truce for the exploration purposes of the Gamma Quadrent as the founders are from there and the Klingons and fedration are part of the original surrender of the Dominion.

The Gorn have been given the right of self-rule over all of their territory so long as they pledge loyalty to the Empire. Their civilian mercenaries were spared as the Klingons precisely attacked the royal capital and exposed the Undine infiltrators, leaving the civilian population in as much peace as was possible given the circumstances. There is no territory to release claims over. The Gorn still possess it.
The Nausicaans, furthermore, were merely mercenaries hired by the Gorn whose contract now rests in the hands of the Klingon Empire. They were neither invaded nor conquered. They're merely our rather handsomely paid employees.
So, if you want the Gorn territory to no longer be under Klingon protection, well... Come and take it.
The Bajoran wormhole, from a storyline logic point of view, really isn't an option for getting large numbers of Klingons into the Gamma quadrant. Just cause the Founders have (on paper) committed themselves to not firing on Klingon ships in the Gamma quadrant, the only treaty that compelled the Federation to do the same while you're on approach to the wormhole in the Alpha quadrant got rescinded unilaterally by the Klingons. Again. Fickle schoolgirls that they are.
The importance of the wormhole itself aside, explain to me what could possibly motivate the Federation agree to a local truce that requires them to let even one, let alone larger numbers of warships beholden to a faction that actively wages war against them, pass so close by a Federation world, so that even if these ships don't decide to throw an impromptu invasion of Bajor, they can transit unopposed to the Gamma quadrant, where they'd likely resume their hostilities against Federation vessels?
You want to get to the Gamma quadrant? Slap a cloak on some of the biggest ships you've got, pack them full of mining, refining and manufacturing equipment, and sneak them through to build a transwarp portal at some strategically tenable position on the other side that links to one near Qo'noS.
Now if you'll excuse me, I must go adopt an alias and be hunted by my own for aiding the enemy...

At the risk of godwinning the thread, the current Gorn government is most likely very similar to the Vichy government in WW2 France, IE set up by an occupying power to make themselves look better to the populace, and they only have independence as far as it doesn't interfere with the Klingons/Germans.
Go ask any French person what they think about the Vichy government, I doubt you'll get many positive responses. It'll be the same with the Gorn.

Sounds like a future FE surrounding the Federation doing what they did with the Remans (obviously the FE would have to look completely different from the KDF side), giving them a means to rebel...causing the KDF to fight a rebellion while fighting the Fek'hri (cant remember how to spell it haha) and the Federation/Undine/Borg/Iconians (when they finally come a knocking).
I am speaking separately from the Klingon empire, however, I am prepared to go to battle to defend our right to access the space station that grants access to the Gama Quadrant.
You allow select Klingon and Gorn officers to access the promenade, as well as opening businesses in that area. Why is the empire denied access. It would help bring commerce to that almost dead station.
I, and my crew are prepared to go to battle, and will make continued attempts to cross the boarder into that space. I see no reason for this limit as it is cardassian / Terran empire controlled space, and we, like the Federation are not allies with either of those alliances.
It would be honorable for an official response to this request.

You want a reason to be on DS9? Demand that Cryptic prioritize PvP more and Territorial Control. That way, whenever KDF takes that portion of space, Theres an instance in DS9 that reflects KDF control.

They will never back down until we force them. It is not enoug to ask friendly a Klingon to stay put, you have to make him. That is how their culture worked.
