I am curious exactly what people mean when they say "mock up". To me that sounds like something that is created just for show but is not the actual system itself. However, that screen looks like it was taken of an actual in game 3d environment.

Not really, since Perpetual turned over their art assets and concept art to Cryptic.
But didnt Cryptic say that they really didnt use anything from Perpetual(although they obviously used quite a bit of the concept art and designs)?
That's one of Cryptic's favorites, but clearly they did use Perpetual work; derelict ship in DSEs being the prime example. I still don't understand what people mean by mock-up, unless they're referring specifically to the UI (which could be a simple mock-up), but that image is clearly of something in-game.
It's an artist's rendering, it's not an actual in-game screenshot.
What is? The UI or the entire screenshot? If your saying the latter, I disagree. I mean, look at how the piece of equipment on the guy's hip is clipping with his leg in the position he's standing. They wouldnt have intentionally done that. That is definitely a screnshot taken within a 3d evironment, although it probably wasnt a "real mission". They probably just placed 2 NPCs on a ground map so they could take a quick SS of combat.

The graphics side of a game engine can be up and running pretty quickly. It wouldn't be hard to mock up a screenshot like this as long as the art assets are available... but that doesn't mean that there was any functioning architecture (UI, damage models/calculators, etc) underneath it.
I remember reading an article by a Perpetual Dev post release (but for the love of kirk, I just can't seem to find it now... google-fu fail... will keep searching for it) where they admitted that when the project was handed over to Cryptic, all they really had was a ton of concept art, a handful of art assets and their piles of design documents... most of the latter Cryptic seems to have thrown out and only used whatever art assets that were available as placeholders until their own designs came through.
Shame really, a lot of the concept art for ships (apart from the odd dog dragging it's butt across the carpet) and the models seen in early Cryptic gameplay trailers were pretty good.

According to this article, Perpetual had very little done on the game other than concept art and that's ultimately why Perpetual's STO failed, they were way behind schedule. It was so long ago that I don't remember where I found the article and it may have been a hoax, so I can't say for sure, but yes, supposedly, all of the in-game pictures were actually mock-ups.
gotta to agree, plus i think it be nice if they gave us the option between fps, 3rd person since i don't like standing in the same spot looking at my backside all the time
plus i'd rather be on that bridge, looks better than most of the stuff i have seen on STO

That would be really easy to mock up with professional 3D rendering software. The mountains look like just a back drop and they would have the character models. They would probably already have the tree models.
Set up the textures on the ground plane and characters. Place the light source then export it to a photo shop program and add the UI.

Well, I was under the impression that the article was suggesting that it was a piece of concept art drawn to decieve investors into thinking that the games engine was finished when it wasn't. However, as you said in another post, it does seem to have been done in a 3d world, so that seems to suggest that the article is innaccurate.

And that's EXACTLY what all of Perpetual's "screenshots" (and the quotes are there for a reason) were. They weren't generated BY an Engine (as no prototype engine had been even developed at that point - that's one of the reasons CBS/Paramount was so upset at the state of the game's development under Perpetual); they were conceptual mock up done with off the shef 3D modeling tools and photoshop.

That's a mock up of what Perpetual's STO was going to look like, long before Cryptic even got their hands on STO.
