I've recently changed my main computer and, suprisingly, since last patch, the graphics performance is a lackluster...
Here are my specs (you'll soon understand why I think there's a problem)
CPU: AMD Phenom II X6 Black Edition 3.2Ghz
Mobo: MSI 890FXA-GD70 (AMD 890FX)
RAM: 4x Corsair Dominator DDR3 4Gb @ 1333Mhz (16Gb total)
Video: 2x MSI Radeon HD 6870 in crossfire configuration
HDD: Corsair Force Series SSD for system, WD Caviar Black 1TB for games
the CPU is watercooled so there's absolutely no overheating issues that might impede performance...
The game is set at the "Recommended" settings in a 1240x1024x32bpp@60hz
I'm getting 24 Frames at best... I think it's a little low for a 2300$ system...
EDIT: I'm using 10.12 Drivers... I've just checked the AMD website and the 11.1 are out, will try them and give a feedback later.
have you got it set to half resoloution? (its a toggle option probably under the advanced tab on the graphics i believe)
half resolution would do the opposite and increase the fps as there is less needed to render but, ye even with my gtx580 im gettin low fps on here and in co and thats since the lastest non beta driver came out im thinking of reverting back to the beta 266.55 drivers till the next release. although its only on these two games hence a driver to engine performace issue.
I'm also getting really low (25-28FPS) performance. While my videocard is not the greatest (GT220), no matter what rez I set (1024x768 all the way up to 1680x1050), it stays at 25-28fps. I even tested setting the slider to Speed, and all the way up to best, and it still did not change at all.
I have the latest Nvidia drivers, w/ the following system specs:
Dual Opteron 2350 Quad-cores (8 cores total)
16GB DDR2 ECC
the App/Data HDs are running off of an older PCI-X 133 RAID card (real raid, not onboard), striped, though only WDC Green drives
Not that windows ratings really mean much, but CPU is 7.4, RAM is 7.6, Gaming graphics is 6.4.
It's surprising, since I'd think that even w/ a non-superb video card, even at 1024x768, I'd get higher FPS.
I'm about to try the custom settings on graphics, and disable everything.

Oh, I did change the quality settings. FPS never changed. As a note, for Medal of Honor, at 1440x900, I'm getting 62-70fps w/o overclocking the vidcard.
Though, I am "upgrading" to a pair of 9800GTs, as I can get them cheap. Seems the current gen SLI capable cards (NVidia) are quite a bit more.
But, thanks, I'll try those tweaks. I spent an hour searching, but doing just a search for "Framerate" or "performance" results in lots of extraneous posts
