Under pwdatabase, it looks like you need to be at coordinates 489 976 (0) I'm not sure how acruate that is, since pwdb also indicates its a Level 0-11 quest. Maybe this changed with the update? Since before Eclipse you could start your crafting skills at level 5 was it? Now it's 20-something to learn Skill Level I. They might have changed the later levels, too.

I've had this issue happen to me too. I have plenty of inventory space, and clicking on the Nuema first thing after I kill the boss so I should well be within the 60 second time frame mentioned. In this thread (New Event??????), message#10 sparkie mentions that the event wasn't even supposed to go live. Hellloo-ooo! I've said before - the event takes place in in-game night time. It was going on last night 11:00pm PacificTime on Sanctuary. I'm pretty sure can only play it once per day, but that it runs several times durnig a server day - during an in-game night.
