No it's not against the rules. The User Conduct in TOS only mention 15.2.m: trade, sell, auction or otherwise transfer any virtual items or goods of any nature outside the game. Did you wait for a few seconds after you closed Arc? If not, try that. Sometimes Arc and it's executables (like 3x ArcOSBrowser.exe and 2x ArcOSOverlay.exe) stay in memory so you could check and close if they're still active as a background process using Task manager.

This means it isn't your account so there's no way you can be helped. In this case no login info means the account is gone.

No, PWI can't start if you log in directly. You need Arc since the Wonderland update. Visit the 'ask_login' page if you want some help from Customer Support.

Try to close Arc via Task Manager and then restart it. Your Arc should send a new token so you can start PWI again.

No, the spam stops sometimes maybe because the spammer is sleeping or too busy with making alts. We can also have the spam (of both sites) in our ingame mailbox. No need to blacklist since that won't last long. Name changes a lot and- good to know- that gives new teleacoustics. In other words: spam will continue.
