You just can't summon them on the walkway outside. Once you step into the room you can summon them. Which will be quite tricky solo. And something I've never tried solo... so if someone else has tips how to do that easily, I'd love to hear too. :)

When wine is used, it "kills" a large portion of the mobs. Nothing is dropped and no exp is gained from the "wined" mobs. Remaining mobs still act, die, drop loot all the same however.

Other nice aspect of this skill is that it's only 55 energy (at lvl 5, haven't paid attention if that changes per level). So your genie isn't blowing it's whole load for one effect, and you can effectively keep something amp'd almost continuously if you don't choose to double up the amp effects.

It's basically another Amplify Damage... And it stacks with Amp Damage. Even better, it only takes 10 Dex to increase this skill's effect by 1%. Use it to fill in the gaps on Amp... or stack it for great fun.
