Quest/ NPC - Perpetual Celebration quest glitched

For several days now I have been unable to received the Perpetual Celebration quest from Anniversary Emcee in north archo (556 672). After consulting support they suggested I seek answers here.
I think the quest glitched when I took it and then was teleported.
I want that free 10* quite badly. Help?
