Charge and Spend Promo

I'm just wondering if the ocean orbs in the promo are for bound items and/or items under g16 gear. And if it says under g16, does that mean that I can only refine up to g15?

    They are bound and can only be used on bound gear. The description is wrong, it should read up to g16. It will refine g16 items. If you are using it on r9 you will need to bind it.
