Avatar Bcard set missing card

I was looking at different sets to try and I noticed that on the Corona B card set I cannot find 1 of the cards listed anywhere. The card King Kisian is just gone. was wondering if I am blind of if it is actually not there. also are they cads missing from any other sets?

speaking of missing cards. could you tell me if the B cards that represent cities like etherblade , tellus , lost city etc. are they obtainable in game or they just show in the war avatar book even tho you cannot get them?0

i know the cards are shown in war avatar book and calculator im just wondering if they are in game. same is with SS cards , they are shown in both war avatar book and war avatar calculator BUT they are not implemented in pwi yet. thats what i want to know if they are or not in game yet0
