Is Perpetual Celebration broken?

The webiste says the Perpetual Celebration will give you an Anniversary Gift Ticket every two hours, but after the first two hours, you get the ticket back and the gift ticket, but doesn't activate again.

Is the quest broken or is a daily type quest?

    can you really recall an anniversary event that was not broken? i can't.

    Reading the red description on the item is oh-so hard doe.

    But ok, they did write the event info in their news post in such a way it suggests it auto restarts

    I tried both ways. Once you get the quest the first time, after the timer is done it won't auto restart itself, neither you can get it again from the NPC.

    We'll have to wait till tomorrow to see if you can get it once a day. But if that's the case, there are not enough days to collect the 90 tickets needed for the +10 orb before the event ends the 5/30.
