Arcane Ocular restting while attcking it

So i was doing a title quest around 1k streams and i had to kill Arcane Ocular. Its fine i can solo him except for the fact that he is constantly resetting while i'm fighting him. I could wait til i get back to 100 again to see if i just kill him faster but its still messed up that this mob is reseting while I am attacking it.
I tried fighting from the air and on the land and not moving at all and he just resets.... this has to be a bug right?

    Have you tried just dropping right on top of it? I killed it about 10 seconds ago (as of typing this) on a lower level so it wouldn't die too fast and had no issues with it resetting.
