Genie skills for bleed?

Hai,this might sound strange, but i was wondering if there was any genie skill that increases Bleeding effect on a target? Or one that causes them to bleed. Or any that's related to that.

I forgot to add, Does the bleeding effect have a much worse effect on arcane targets than Heavy armor ones? or it the exact same effect?

    Bleed is no longer effective in PVP as it is unaffected by attack levels. I'm not sure but I suspect it isn't affected by spirit, but I've never checked. With resistances in the 80-95% even the most powerful bleeds available in game do little more than tickle.
