Really depends on your playstyle, gear, and preference. Want to take a little less damage? Go for the defense. You just that close to being able to 1-shot everything? Go with the attack.

On veno, I go with pure attack as she's a murderous Untamed anyways.
Cleric gets the extra defense because as a healer... I want to stay alive longer.
If you bite some one, they get mad and smack you.
But if you lick them, you still get the flavor.
    And they think you're weird.

Are you talking about blessings? If yes then just pick both since you can redeem multiple ones through Arc. Swap between them depending on the situation.

If it's not the blessings but something else; you'll have to decide whether you need more attack power or defence. It's up to you :)

I always use +30 atk lvl for mine. Close to never did I used a malley.

But there are situations where you simply get killed easily, use the malley.
You ask what are these situations... it varies from person to person. If you keep dying on certain things, then you should know better to get those def levels.

    Some simple examples could be...

    > You're in a squad and you're a DD so you're want to use +30 attk level for the most damage

    > You're in a squad and you're healing the tank, you might want to use the +15 def level in case the boss hits you (better survival)

    > You're about to pull lots of mobs so you'll want to use the def levels for better survival then immune or spark, swap to +30 attk levels and proceed to wipe the mobs!

On another note, how big the difference is going it be is affected by your gear too. Typically you'll see a bigger difference if you have G16 Nirvana or R9 as that gear offers attk/def levels itself so they stack with the blessings.

PS. Just in case you're not aware of it; attack levels don't effect the power of your heals.

there are literally as many mystic play styles as there are people who play them. Stop being lazy and do a little bit of thinking and research for yourself into what WORKS FOR YOU.

Depends heavily on your gear. If you're still a bit squishy, I'd take both along and when you end up in situations where you know things will put the hurt on you, swap over to O'malleys. I do the same thing on my cleric - if I am in pure healing mode I'll use the defensive option, if I need to DD I'll swap to the Jones.

As people above said : take both and switch depending on the situation.
But I can give you some examples of what I do.

In PVE : for years I was only using +30 attack level. Once I became able to OS mobs in VP without the blessing I decided to switch to O'Malley for PVE except if I tank FSP. Why ? Because I don't kill mobs faster with Jones so I keep some extra def if someone attacks me by surprise while I'm questing.

In PVP : I use Jones (30 att lvl) 90% of the time. I usually switch when :
    - holding the flag in NW
    - pulling a cata in TW (but I very rarely do it)
    - getting ganked by too much people

Above are the main lines if you don't want to switch too often. But what I try to do is also switching when :
    - i've just been purged : then I use O'Malley at least until I rebuff with my selfbuffs or pots
    - I'm kitting : then I switch while running then switch back when attacking
    - I can't move at all (stun/paralyse/...)

In PvE, usually I camp Jones. You can toggle to the Jones to summon pets to give you pets a higher attack level boost. Gears and passives have made PvE in pwi so easy now that the malley's has become pretty obsolete in PvE.

Personally, in PvP, I always toggled heavily between both. It depends on your play style (and probably how attentive you are) but I try to minimize the damage I take while maximizing the damage I deal. Some of the specific situations are covered by Zoldi but toggling blessings is pretty much the same through most classes; it's not something specific to mystics.
