It says.
A weakening curse that reduces the target's attack speed by 60% for 5 seconds.

Strength: Every 2 Genie Strength points increase the reducing effect by 1%.
Dexterity: Every 2 Genie Dexterity points increase the reducing effect by 1%.

Does any1 know what would happened if genie had 80 str. points. Would be attack speed 0?

    i like how you think, unfortunately no.

    probably this is how it is calculated.
    40% increase of the reducing effect of 60% = 84% reduction.

    Any % that says affecting attack speed in game, such as demon spark, Windshield, or this skill, doesn't directly apply to the attack speed but the time between attacks. Slowing attack speed by 100% simply doubles the interval between attacks.

    The game doesn't use attacks per second (attacks/sec), it just displays it in your character screen. It actually uses the opposite, or inverse. It uses interval between attacks (sec/attack). So 2 aps (2 attacks/ 1 sec) is actually (1 second / 2 attacks) or .5 interval when it does its calculations. All game calculations are done as interval even thought we say aps more often in the forums.

    When something says 25% greater aps, what the game actually calculates is the opposite, so 25% less interval. If it says decreases the attack rate, it is actually increasing the interval.

    So an opponent with daggers attacking at 1.11 aps (.9 int) who gets hit with 50% Rib Strike would increase their -int by 50%.

    .9 x 150% = 1.35 interval. You can convert this back into aps by diving 1 by the number (inverse), so 1 / 1.35= .74 aps.



    And yes, it applies for mobs also. It doesn't affect skills, though, since they're based on cast+channeling. It only affects mob and players auto attack rate.
