Difficulty completing quests

I am having difficulty completing certain quests, because I can't find the items that I need to do so. For example, I cannot find Tranquilia Herbs anywhere to complete "Find the Flower" quest. Also, I cannot find any of the Celestial quest awarders. Are there level limits to finding these NPC's? I would hate to have to give up playing because I am unable to progress, so any help would be greatly appreciated.

    Tranquilla herbs are a farmable low-grade material. Check around Archosaur for them.
