Broken Titles and Quests due to missing NPCs/mobs/mines

EDIT: These are fixed now in the New Horizons expansion. Yay

Roughly half of the new titles available in the latest content update are broken either due to missing NPCs / mines / mobs or due to having broken titles as a prerequisite.

This thread here documents about 30 such titles.

In addition to these broken title quests most of the new quests are broken too due to missing entities:

Quest: White Emperor's Token
NPC: Ancient Wall Commandant (This is the STARTER Npc so it can't even be started)

Quest: Dream-Seekers City of Fire
NPC: Dragon City Marine
Note: There are mobs by this name ... but I'm not about to attack an invincible ??? level mob just to test this junk update so I'll simply say that the NPC is not there.

    I want to know whether staff are still trying to fix this bug or completely abandoning it due to the new expansion.

    I avoided most title quests because I didn't want to end up with some broken one cluttering up my list. If you aren't going to fix them, please at least remove the broken ones.

    And this should have occurred far before releasing an expansion, imo.

    There is a quest I cannot finish due to a missing NPC:

    Getting Help (Subquest of: Move Along)
    Start NPC: Hanna Fen
    Location: Restless Outlands (334, 262)
    Visit Ben Yune (392, 230)

    I remember seeing Ben Yune a long long time ago, but only like twice, because he suddenly disappeared.
    And this isn't just happening to me, I did some research and found that someone else has this problem:
