White Emperor Blessing Not Working

I can see the White Emperor Blessing and there is no wait time left, but it won't let hit click it.

    More than likely you have too much inventory filling your bag slots. NPC a few things then try

    my lv99 barb on whom i never accepted the initial white emperor's blessing but did get the lv95 reward has the same issue, there was a couple other posts somewhere in the forums where ppl said they had same issue so it might be like the student waiting quest that got turned off last maint.
