Can't enter morai

Iam psychic lvl 95, i choose demon. Today i finish my quest but i can't enter morai, it tel me taht i must be lvl 95+ and aware of vacuity

i am aware of void,i dont have any culty quest.

is this a bug or i missed something?

    go to Elysium Village for the first port to morai
