Have you either spoken to the elder again or gone to the blacksmith/tailor/craftsman that he sends you to?

You don't actually need to complete the quests to level up your skills. Just finding the books for the appropriate level will do the job once you have the EXP for your current level maxed.

If I remember right, it's the blacksmith in North Arch and the tailor and craftsman in South Arch who have the item quests to get the books, if you trashed the quests after talking to them. If you trashed them after taking them from the Elder but before talking to the above NPCs, talk to the Elder again to retake the quests. To complete the item quests, you'll have to make or otherwise obtain 3 specific 2 star items for each crafting skill. (See sticky in the Crafting Nook for details.)

Note that you don't need over level 7 craftsman or tailor for anything in game, and need level 8 blacksmith only to make TT100 gear.

Someone who already has the skills can buy the skill books for you from the Book Merchant in South Arch, but it's pricy... 4 million coins if I remember right.

Yes I've spoken to the Elder again but he or any other doesn't have that quest available and I don't know who I had to go to.

Yes, I knew that but i've search with no luck, could find the book(s) i was searching for on AH
or at the Catshops I'm about to WC it a few times, hope that works.

I dropped it at the Elder and he isn't giving the quest anymore, i'll try going to the Blacksmith/Tailor/Craftman questgivers.

I can also try that thanks alot you've given me one more option.

I got it. Went to the tailor/craftsman/blacksmith like you told me. Thank you so much

The Elder just tells you that you have achieved the level to progress in your crafting skills. Then redirects to you speak to the Blacksmith, Tailor, and Craftsman. They in turn will have you craft 3 specific 2 star gears. Once that is done they reward you with the next level book.

Unless the New Horizon expansion changed something the Blacksmith, Tailor, and Craftsman "should" show up in your available quests. They do on my archer that I have long since given up trying to craft anything other than apothecary.

@OPKossy - I was unaware that my alt, who does have high level crafting skills (much luckier at crafting than my main), could buy the skill book. There is hope.

Note that the Book Merchant in South Arch (next to the banker) only sells the Level 4 skill books; other book merchants in other cities sell other level crafting skill books. (Level 1 skill books in the starter cities, which are relatively cheap.)

This link shows the full guide on what you have to do to continue from 3->4 and higher. I'm currently stuck with making 2* gear for the lv4 book quest (it's a total pain since everything is 1* every time >>)
