Which PvE server in west

Among the west servers, which server do you recommend for PvE?
Most populated server I'm considered...

    No one outside PWE has the population statistics. That said, Heaven's Tear and Sanctuary have the reputation of being the most populated being the oldest (don't remember which was older, but there isn't much difference in age) but even Archosaur is over 3 years old now, so it probably isn't quite as lightly populated relative to the other two West PVE servers as its reputation would lead you to believe.

    However, none of the servers have a really healthy low level population, partly due to lack of new players, partly due to rampant power levelling.

    I play on Dreamweaver and it is fine for low-level players.

    I'm in a faction that has no level requirement and only requires you to be an active player, not necessarily leveling fast.
