I have tried restarting my modem and my laptop but it does not fix it. here is my trace route to the server.

Well, there's a couple of interesting things there.

You live a lot closer to the server geographically than I do, but your path is completely messed up.

For me to hit the same server, I only take 12 hops compared to your 18.
Just to give you an idea of how much different that is, I live in Michigan.

Here's what my trace looks like.

Now for me, hops 4 and 6 always time out, they don't return ping responses, I've checked.

You can see though, how much shorter that path is. Yours bounces around a LOT of inner-city router-rings that don't actually go anywhere.

Basically, your signal leaves your house, goes to your CO, and then bounces around the greater Wichita area for a long while.
If fact, it doesn't even leave Wichita until after hop 12, and then it goes straight to Jan Jose California. That's just f-ing crazy!

The short, Charter Communications sucks donkey balls. If you unplug your modem for at least two minutes, it will reset the port on the CO and you may get a better DNS path.

Personally though, I would recommend using something like DNS Jumper to find a better DNS server to configure your connection to and don't use Charters.
