Deity's tear - where is it?

I got quest from jewelcraftsman chang at city of the lost (lv80)
It says something like so:

chang : Is sailor's leaf repaired now?
me : I found the dragon leaf soul
chang : Unbelivable
me : I can make it
change : Can you help me? elder asked to recover treasure city of the lost, missing 1 more, Deity's tear, very rre..

When taking the cords on the quest quide nothing pops up at the scene.. (near city of lost entrence)
I couldn't find no other mention of it a well..

Help b:surrender ?

    has anyone found it yet or is it a glitched quest? i went to the pwi resource it just gives coords, but no pics of what i am looking for. i assume its supposed to be a harvestable item since the quest lists no mobs to kill, has it respawned inside the tree or something if its harvestable? anyone got a quarter so i can buy a clue?
