5 year Anniversary Tokens Question

I have not been able to play much recently but I did sign in during the Anniversary event to puck up the loot. I have been playing for 4 years 11 months (missed 5 years by days) so I got a slew of anniversary tokens.

I got the tokens and assumed they would automatically turn into the equipment (taking up how ever many slots necessary) or I I should be able to turn it in at an NPC like the mail box, boutique agent, or the like. I did not have time to look around further the day I got them to see if anyone beside the usual suspect NPC could exchange them. Now today I am looking and I cannot find where to turn these in. Is this a glich, was there a special anniversary agent somewhere, or is there a something special I need to do (Jump up and down while singing a Madonna song?)

Yes I have plenty of space in my inventory, 5 empty rows, and I have tried clicking on them.

    Appearently it was. I had to delete a few BH missions I had stacked up because new content missions kept pushing me up to 20/20. I wish they would increase the limit to 50.
    That seems to have solved the problem for all but the Swag Seal. No idea what to do with that. Gurrently sitting at 18/20 missions. Still cannot click on it.

    Is there someone to turn the swag seal into? I cannot find anything on this. I have room in my inventory, and room on my quest list, unless it creates more then 4 quest slots to use.
