Quest Secret Person

Hello, I'm trying to do this quest called Secret Person.

It says, "After the Immolation Cap Disaster the villagers are in a bind and need help."
- Precious Five-colored Thread
Help Liu get the precious Five-colored thread.

Then under that it says "Can be obtained by killing Quintorn Phoenix" and its bright pink.

Now I looked at the PWi wiki and it says the phoenixs are at 126 772, height 27, I went there and they were not there.

Have they been moved, or taken out of the game?
