Another stupid glitch when removing Arc

Yuck, another extremely frustrating glitch occurred when I was trying to reinstall Arc. It happened when I tried to uninstall it because it got glitchy yesterday. Some stupid messages that prevented me from continuing are: "Another instance of the setup is already running. Please wait for the other instance to finish then try again." and "This application is running. Please exit and click the Retry button to continue, or click the Cancel button to exit the uninstall." For the latter, the Arc InstallShield Wizard is not running, but the message somehow appeared. Every time I clicked Retry, the message reappeared. Why is this happening and how do I fix it?!

    On the server lost city, PWI GMs let bot players farming herbs, they selling it to catshop and overload the market, thats scam becuz u buyin infinite herbs... TY for your illegal activities PWI !!!
