Recasting NV3 Gear Question.

Since I'm Rank 9 it's about the hat and cape but I guess it applies to all the NV3 gear.

It says the stat (in my case magic is what matters) bonus is 6-12 and there two magic stat bonuses per hat/cape.
I've tried a total of 8 recasts and have gotten 6-8 all but once (one 10).
That's 15/16 times getting the lesser stats.

Is that bad luck on my part and the better stats (10-12) are just as easy to get or did PWI put their thumb on the scale and make the nicer stats rarer?

This is what happens when the servers go down...

    Yeah given the cost of doing r9, then getting summerwinds (if doing via nw tokens, losing profit = cost), then the 4 EODs per armor and 4 EOO per wep + likelihood of rerolling stats, it's kind of odd to me that someone wouldn't be able to afford a 10-40m (bound vs. unbound) helm/cape and the whopping 1 EOD reroll enough times to get acceptable stats.
