Wings of ascension question

If i have some matchless wings bound, and i craft the Wings of Ascension from it, does it comes unbound as the NW stuff..... or it comes stays bound?

As far as I've seen, only the tome becomes unbound after upgrading. Haven't seen proof with other nation war upgrades to the contrary.0
