Base/TW Question

I have a faction, thinking about starting TW soon. From some I have heard you need a faction base before you can TW, but some from others I have also heard that you do not need a faction base to TW. I do know that TW was around before bases were, so do we need a base before TW or not??? An honest answer will be greatly appreciated
