It's because your video driver does not support Direct3D acceleration.

    1. Go to the manufacturer website of your video card.

    2. Download the latest driver for your video card.

    3. Install the driver, Choose advanced, then "Clean Install" (If running Vista + run the installer as administrator)

    4. Reboot

    5. Enjoy

The video driver that comes with Windows, and often the one that comes from the manufacturer of your video card is quite often inadequate. You need to get the driver direct from the maker of the video chipset.

If you need further helP, you're going to have to provide actual information on your system.

I will need a copy of the output from a dxdiag.txt file, and a link to a published Speccy report taken while you are having the issues.
(Remember to use the [code] tags for the dxdiag info and to remove any trademark characters so it doesn't get cut off.) (CODE tag is the # symbol in the editor.)

Please take the time to click on the hyperlinks and actually read them. I won't waste your time if you don't waste mine by making stupid posts.

Well if you had actually read what I posted, and provided that information, then I could tell you.
If you need further help, you're going to have to provide actual information on your system.

Looks like you stopped reading right before this point.

I don't understand why reading is so hard for you people. It's not hard, and if you don't know how to do something, I've actually provided the hyperlinds in my posts to help you.
