Fastest way to lvl up?

Do quests, grind mobs.

Sadly leveling up the "old way" is next to impossible now a days as very few will be willing to help you on culti quests, boss quests, and old fashioned dungeon runs, heck its even hard to find BHs for anything less than 79 nowadays.

If you don't want to frost your best bet will probably be taking advantage of the Divine Order Npcs who give a few quests a day for good exp rewards. Crazy Stone and World Quest are still options, and the old quests did get a signifigant exp boost (or got reset to normal, lol, wouldn't surprise me). If you talk to the attendance coordinator you can receive relflection shards. Though meditating doesn't give much exp it gives it while you are afk. A great, if somewhat illegitimate way to keep leveling while afk or while at work. Also, mention should go to the Gold and Silver Envoys who give packs at 20:00 and 21:00 server time. These packs have a chance of containing five fantasy fruits that give 5k exp each. Not much for a lev 100+ player but decent for anything lower. There is also a new daily seasonal event quest but I honestly don't know much about it as I haven't tried to level a char to 100 since the TB expansion. Pheonix valley is also a good exp generator if you can find the people to go. It works a lot like frost however so you may not like it.

The game is extremely expensive for new characters now. With DQ item nerf, its very hard for new characters to earn coins to learn skills, buy mount, gear, flyer, potions, and anything else that is pretty essential to basic play. Free daily charms, increased coin rewards for old quest, and new high reward quest chains take some of the bite off, but it is still there. With the closing of the old FB99 BHs Sage and Demon Skills have skyrocketed in price, and need I again mention the lack of help. Some will still help you, it is possible to do those quests, but not like back in the days when a lot of people still needed it and didn't have an alt to log into and just do it for themselves.

Kizmet's comments about difficulty of finding BH or help with bosses do not apply on Dreamweaver server. The difficult BH there is 39 ('cause it is hard work for lower level and tedious for highers to run) and 69 (because it is very difficult to do without a cleric). Still has never taken me more than 10min to find a squad and usually 2 min to make a squad if I have wine.

I urge you not to try to level too fast but to do every quest you can. The rewards have been increased and will enable you to buy your skills without resorting to CS.

Maybe it is a time zone thing. I'm in europe, as are most of the active faction members. Sometimes squads are harder to find mid week, but come the weekend world chat is humming with people.

Example; my nub bm needed silverfrost and the lochmur beast (for the free charm). Shouted once on worldchat (no higher-level faction members on at the time) and had 3 offers of help within a couple of minutes.

Quickest way to level up in game? Well, I happen to deal in just that area of expertise! Pay me 1 million coins and I will happily sell you the experience room of FCC, all just for you, or you can then sell additional spots to other players and share the room, up to you. Just as long as I get my 1 million coins, you will leve up very fast.
