Low FPS

i have:

Intel Pentium Dual Core E5200 2.50 GHz
Nvidia GeForce 9400 GT 512MB
2 GB RAM
Windows XP SP3 32 bit

I get around 15 - 27 fps! is this becouse of my PC or is a game problem?

    It's your aging CPU and your OS. Newer systems don't do a whole lot better though because of the age of the game engine and it's lack of support for either GPU power, or multi-core CPU's.

    Try this fix, go to the elementclient.exe process using ctrl+alt+delete, set affinity to cpu0 or cpu1 and then set priority to high or very high and enjoy the game. That way the game will almost fully use one of the cpu core, and the system will lay the resources on the other cpu core. Let me know if that gave you some boost. And btw, i think you have few ram but you're graphic card is good.

    This has no effect since the CPU only ever uses one CPU core, and changing the affinity to another core will not actually change which core the client uses. To put it more plainly, the client will only "see" one CPU core. The first one. It is not capable of recognizing any others.
