Will i be able to TW on highest settings with the following specs?

-17.3" Full HD (1920x1080)
-3rd Generation Intel Ivy Bridge i7-3610QM
-AMD Radeon HD 7970M (2.0GB)
-8GB DDR3 1600MHz Ram

    u need good internet connection ,, and remember its depend server hold TW at that time :P

    lulz. pwi download less than 10 mb a day usually. and even less upload.

    and to Op my laptop is same stats except i use GTX 660m. it can but will lag, but so does my desktop and guess any pc will.. generally i play customations off, effects second lowest and distance slider half during tw. thats around 15-20 fps. playable, but engine dont allow it to be smooth x,x

    Yes, because the game engine will not use more than one processor core. You won't get any better performance on a blazingly fast new system than you will on a decent performance build from 5 years ago on a Core2 Quad chip.

    The client is CPU-centered, not GPU powered like many newer games, and has not been updated since 2004 to utilize multi-core processors.

    To answer the original question more clearly, no the game will run poorly during TW (assuming high participation / 60+ people on each side) on that setup. The referenced processor is a quad core mobile (laptop) processor (2.3 GHz clock). Every bit of processing done by the game is done in the same CPU thread with the exception of rendering.

    The game runs better on my 6 year old desktop (Intel Core2 Q6600 processor overclocked to 4.0 GHz, with a GeForce 9800 GTX+ graphics card) than it does on my laptop with similar specs (last gen i7, but top of the line when I got it). FYI, I get about 2-5 fps on *minimum* settings (with the exception of the option to show players outside the view distance limit) in base battles where there are 100+ people on screen at the same time.

    In addition the performance will probably get worse the longer your session lasts since the processor will be in turbo boost continually at first, which will eventually cut off as the processor heats up. I don't think there is any laptop that will play PWI lag-free on max settings during TW because it relies so heavily on single-thread performance. Even many modern desktops choke on it unless they are highly overclocked.

    On the plus side, even a 6 year old mediocre graphics card can handle the rendering at max settings if your processor can keep up.

    Exactly correct.
    I run on an old (5 or 6 years) Q6600 Core 2 Quad CPU. I've got (or had until it blew the capacitors and I quit playing), a 8800GT 512MB video card. I could do TW with the FPS in the 30's quite easily. (My system is mildly OC'ed at 1.4ghz and cooled properly so no "turbo mode" issues here.)
    Wife is sporting the same system with a 460GTX and gets no better FPS than I do in TW's.

    In fact, I have seen evidence that the hyperthreading technique used on the newer i5 and i7 chips actually decreases the performance capability of the aging Angelica Engine.

    Sure you can play CTD at 120FPS all day with an awesome rig. That same rig may be lucky to get 20FPS out of the PWI client just because of limitations in the way it's coded.

    I remember they did update the old engine, but i guess they forgot about multi core processors.
    I guess most of the people in china do there daily interwebs business with dlck smith cat

    All they did was update the protocols to a newer DirectX specification so that it better handled the additional textures and effects they have added since Raging Tides. It wasn't any change to the base engine code, which I doubt our developers will ever be able to touch.

    If PWI were ever to get an updated engine, it will have to be completely ported to a new one. That's not likely to ever happen.

    your monitor has nothing to do with the settings the game plays at

    the processor will handle anything PWI can throw at it just fine

    PWI's engine doesnt do much with video cards as far as i know

    the more ram the better (as long as you are using a 64 bit operating system, the game client itself is capped at 2gb, until pwi patches its client to use more.

    your motherboard has a huge impact, dont skimp on the motherboard
    u need good internet connection ,, and remember its depend server hold TW at that time :P

    internet connection has nothing to do with a computer's rendering ability, PWI actually uses very little bandwidth, its latency that causes lag, not data bottle-necking

    You are wrong , lower resolution always gets higher FPS.
