Recasting requirements?

I was wondering if recasting armors/weapons requires a manufacturing skill level?

When I go to the forge, it doesn't say I need a manufacturing skill. I just want to make sure. :s

    Only the first and second Nirvana casts require level 6 in their respective crafting level, Rank 8 recast and the third Nirvana cast require no levels.
