NPC's and players showing up as "ERR"

I decided to re-install the game and try to get back into it. The first thing I noticed was half of my characters were "invisible" on the character select screen. Next i logged into my character in Archosaur and proceeded to see some players flying around, with their models appearing as a red "ERR".
After that I proceeded to the west district of archosaur and crashed multiple times before being able to escape from it. Eventually I got to Lost City and just about every npc had the "ERR" model. I had wondered if I just had a bad install, so I re-installed the game with the pre and post verify and still had the same issues.
This confuses me a little, because I used to play this game daily, granted that was back before tideborn, and through the earthguard release, but I never had any serious client issues other than performance with my PC. I'm using the same PC I did back then, so I guess my first question is, did the newer content patches increase the minimum requirements for the game?
Has anyone else encountered this? or is it a known issue? Is there any known work around? I'd love to be able to play again, but with frequent crashes and not being able to see over half of the players/npc's is a real turn off.

Ah, seems I over looked that. Downloaded it and re-installed the game, all of the NPC's that were ERR'd are fixed, and I ran up and down west Arch without crashing.
Edit: Gah, spoke too soon. Got to south arch, saw a few ERR'd NPC's, my speakers made some high pitched noises and I crashed again o.O0 -
Your patch or install may have gotten corrupted or got the wrong data.
Have you tried the Verify option in the front end of the game?
Start the game, select Verify, click on Yes, and let the game verify that your game client's files, and the latest version of the server side game files are accurate.(Do it twice or thrice).
This will take some time. Please be patient.
After this process is done, try to get into the game again and see if the same issue(s) occur.
If this does not help, you may need to uninstall, and then re-install and freshly patch the game if your install or patch got corrupted.

Yeah, even did a 3rd verify through the launcher, the same thing still happens. The NPC's i spawn near are fine, but the more i travel/walk around, the more end up glitching out, until I crash.0 -
