It depends on what you're planning to do in-game.
If you want to do PK, PvP and Territory Wars effectively you will need real life money to buy yourself gear and whatnot. Good gear can be farmed too or you can merchant (still needs money to make money) but it would take you a long time to get there so yes, in that case it is a heavy pay-to-win.

If you only care about PvE, meeting new people, have a fun guild and the like, you don't need to spend a single penny in the game. You can farm gear and other things at your pace (and with the help of a good guild/friends) and enjoy the contents of the game.

If you want to focus on PvE but do some PvP occasionally, you will most likely need to use some real life money here and there unless you have patience to farm/merchant things.

if u wanna have fun slowly lvling and meeting people, no, u can go no $$$$

if u wanna hit end game fast (widely called plvling or power lvling, u will end up spending more) best way 2 do this is in an instance (dungeon) called frost

i dont reccomend this just b/c u wont know how 2 play ur class

if u wanna PvP, the best gears r REALLY expensive, 1k+ range USD i think, i dont have so dont quote me

PvE theres a new place called Morai where u can get good endgame PvE gear free, or low cost

EDIT: did not see that desdi posted

also, more to make myself feel better than anything else, I would like to point out that I am lvl 70

That is the issue with most people. If you can wait 4 months to 1 year to get your endgame gear, than this game can be free. If you want your gear nao, without any merchanting, naturally that means real money.

You can get both pvp and pve gear with real money, or you can farm it. Question is time, effort, patience.

    Yes and no.
You want endgame now? Buy it.
You can wait many months to a year? Farm and merchant.
You want it in just a few months? Cashshop some stuff and learn to merchant it.

Everything in the cashshop can be bought via in-game coin as well. This opens options depending on what you want for endgame and how fast you want it.

    yes

just not money alone, itll inevitably take little extra effort to spend it wisely no matter how rich you are

id still recommend checking the game out and spending little bit of money for at least a mount - the atmosphere is worth it for first timers

u can always check endgame at a random reputable p serv

This is probably what I would of said, if you don't want the possibility of being rofl stomped from stealth by a Rank 9 Assassin that just tickled you, choose a PvE Server b:chuckle

to me it depends on how lazy you want to get, no shame in spending a little irl money for some decent armou,r or buying a few things just to make the game that little bit easier (charms mainly) but then if you can be bothered to farm for it then by all means, you go do that but if you ask me, best way is to take your time learn your class/make friends and just generally have a laugh with them.

Like people have said before, it's free if you have enough patience. The biggest thing people seem to forget is that if you're in a guild that has a territory, you can get Medals of Glory from it (somehow, I don't know how specifically.) However, this isn't the biggest money waster when it comes to r9 gears. The biggest thing to pay for is enough mysterious chips to make general summer and summerwind tokens. However, you don't need to actually spend any money to get them if you're lucky enough in Cube of Fate, or you get Astral Orbs from the City of Abominations event.

But again, this takes time to do. If you're high level, and want to have slightly less powerful gear (but not by much) you can strive for g16 gear. But these take quite some time to do, and you need to go into Lunar to get the materials for them. example g16 path:

    Step One: Decompose Phoenix Headwear

Step Two: Make ☆Phoenix Dance Headwear

Step Three: Make ☆☆Nirvana * Dragon Rise Hat

Step Four: Make ☆☆Dragon Rise Hat

Step Five: Make ☆Awakened Hat of Infinite Power

This makes a g16 Arcane Headwear.
There once a time when I cared about getting to the top quickly as possible to help others. Now, I take it slow, and don't worry about having nothing to do. There's always something to do in an MMORPG, especially if you are high level. PK'ing is for those who desire to inflate their egos. True friendship comes from helping one-another, rather than to start rivalries.

It takes 315300 Mysterious Chips to make one warsoul weapon, if you have a 100% success rate.
