Since the other suggestion thread got taken down and i just thought of a half decent idea I'll just make another one.
So the problem w/ r9 is that the gear can't tank hte damage w/o endgame shards right? So why not make the shards easier to come byy, put DoD, garnet/cit/saph gems, DoT, and vit stones into the warsoul tag system. Not some rediculous amount mind you, but high enough that you still have to work for them and participate in events. You could even set up a TT system like how you have a chance to get warsoul fragments from certain mats(not the best idea i.e. sins dominating tt)
Not only would you see more people doing coa/tourny, you could add them to DT as well to see an increase in participation there. This would lower the overall costs on them, making endgame pvp more fun and adding a certain level of skill back to the game. As you know killing a r9 w/ josd is a lot harder then killing one w/o josd. If both parties have JoSD and similar refines you get down to a little more skill then just melting people who don't have enough def level to counter your atk lvl.
Just my thoughts on the major differences between old school pvp/tw and now.

Our game is based on the Chinese version of this game and things and revolved around their economy, some things seems to be easily done but hard to achieve. And you didn't think of the effect that may cause when that happened.
What happened when everyone are tanks? Farming instances become even more useless because no one dies. When things go cheap, the value of gold raises. b:bye0 -
The problem with R9 gear is that it's far too strong for the cost.
