Where is the lowest spot in all of PWI

got really bored the other day and decided to try and find the lowest spot on the map and with no luck i couldnt find a spot that was lower than 20 and i am having a hard time believing that 20 is the lowest spot on the map could anybody shed anymore light on this for me?

    He's talkin' 'bout the lil' green number near your mini-map...or whereever it was...which tells ya the altitude/height ya are at...

    As far as I can remember some instances like the Twighlight Temple are at 7 or so height...maybe even lower, can't remember...
    Not sure 'bout the oceans aswell...

    I believe it is the Cube of Fate that has the lowest altitude. I could be wrong, though. The arrow points to 0. So I'm guessing that's the lowest you can go.

    If purely open world I think it's underwater near raging tides on the sea floor at around 13?

    Otherwise cube has the lowest elevation.
