Chat Bubbles

For as long as I have played and remember That one lone option has always been non functional. So my question is.... Why? Why is it still there if it has no function?

And I have played PWI for almost 4 years now (this isn't my oldest account)

    chat bubble works your just so use to looking at chat box dont see them above peoples heads

    That's not exactly a bubble, That's words floating in midair without a background xD.

    yea i agree its not a bubble but option in settings not turning graphics on/off its turning on and off if want see chat above heads or not

    Either way the option says not functional. So it doesn't do anything at all.
