PvP protected zones?

When I'm reading the description of this, it says that anyone below level 30 cannot be forced to PK, does that mean the moment I hit 30 people were able to just randomly kill me on their whims? :<

    Only on pvp server. Heavens Tear is pve server, no worries

    Also remember to hover the PK protection button. it has some seriously valuable information on how long PK Mode lasts.
    There once a time when I cared about getting to the top quickly as possible to help others. Now, I take it slow, and don't worry about having nothing to do. There's always something to do in an MMORPG, especially if you are high level. PK'ing is for those who desire to inflate their egos. True friendship comes from helping one-another, rather than to start rivalries.

    Also on the reverse side of the PK protection zones now though, on the {PvP/PK servers} is the fact that now even if your under 30th level and you move into certain zones on the map (Like the beach area around anglers village now) and your name will go from blue to white now (Just for entering these areas) and you can still be Pk'd because of it now whether your below 30th or notb:thanks
