Sanctuary and Heaven's Tear are the oldest and most heavily populated. They are also PVE servers which is the better option. The thing to note is they are west coast servers. So the time for event's may deter you from wanting to be in those servers depending on your time zone. Another option is Raging Tides for an East Coast PvE server. I don't exactly recommend any of the other servers. (No offense guys >_>)

It really depends on what type of gameplay you want to engage in.

If you enjoy PvP, and don't mind being engaged in it at all times after Lv30, join a PvP server.

If you want the option to turn PvP on and off, join a PvE server.

The other thing that should factor in is where you are located. I would suggest picking a server that is close to your time zone. We have West Coast, East Coast, and European servers.
