cosmic master ?

hello there ppl :)
so i got this " makeover scroll " which i really need cuz i made a mistake while makin my Charcter didn't notice it before the " 2 days modify "
anyway i got the makeover scroll and it says you need to go to cosmic master ? which i don't know what it is to start looking for it :((

any help ?
