Your files got corrupted somehow.

Edit:
If it was his graphics card, it would have different issue like stuff not rendering properly and/or models stretching out into oblivion.

Eh? Takes 15 minutes to verify once, 4 hours to redownload (or 27 months and 6 days, whichever my internet estimated time decides on). On my end at least.

Last time I did verify it was 3 years ago and I remember waiting all day on it.
I don't feel like like finding out if they actually improved on it but eh...

If op wants to try verifying it he can but there is no guarantee that will fix anything. At least I cannot guarantee it anyways, I hear of people saying verify fixes missing music files but that's it, never bothered looking into it otherwise. Find it a waste of time. I don't know if verify can fix corrupted pck files.
If it was missing files or something sure it can add that in, but as in actual corruption that the op is seeing, I honestly don't know. The problem that op has seems to be that the textures.pck is just fubar'd or the elementclient isn't reading things properly. Can verify even detect a corrupted file over a normal one? I don't know. I just don't.
At least with reinstalling you know you get the whole package with no corruptions.

This, of course, would not be a problem if people didn't just magically corrupt their clients... I've messed with all sorts of pw clients for different publishers and never once did I reach that point of you messed up beyond no return.

Why wouldn't it?
You would be starting fresh with uncorrupted files.
If you had any further problems it would be your system, not the files, but I doubt that if your problem is the same as op's.

Try this:

To find out if it's the client or not, copy the client that is having trouble on (computer #1) to a flash drive or any media big enough and transfer it to your other computer (computer #2). Run elementclient.exe (you can either run it on the flash drive or put it somewhere on computer #2, doesn't matter, just as long as the whole client folder is there which is patcher, client, launcher, config folders).
If you see the same problem, client is fubar'd and just transfer computer #2's client to to computer #1 and it should be fine (you'll have to adjust settings due to the two computers probably having different rigs and resolutions).
If the client runs fine, good chance that there is something wrong with computer #1 but it also could be the client just trolling you.

If the other computer you're talking about is no longer in your possession, then just try redownloading the client again.
Or, if you want, try running other games and see if any oddities come up to see if it's possibility just that computer.
I know redownloading the client doesn't sound very appealing but it honestly fixes most of the problems that suddenly pop up.

If you have to choose it, make you uninstall pando media booster once you are done.

For those of you that aren't aware, pando media booster is essentially crapware that eats your internets long after you you downloaded your game. Even though the program claims not to eat up most of your bandwidth, that is a blatant lie.

Pando media booster will make you lag and will eat up your bandwidth and make you pay if you have a low internet cap. It pretty much acts like it's downloading all the time when in reality it doesn't.
The difference between it and a torrent is that with torrents, you can customize how you download and how you seed, you also can control what you download/seed and can stop all processes.
Pando media booster never stops unless you kill the program with task manager. It's constantly "Seeding" even though they don't need the seeds and they do it without your consent.

...Before I get into a really long rant about this, just don't keep pmb on you computer if you use it. b:cry
