At low levels you don't have many skill options yet. Almost all mobs below level 35 deal physical damage, so tiger form will benefit you and you should be leveling the passive buff "Shapeshifting Intensity" for greater defenses. About all you can do for now is stack the bleed on Flesh Ream (FR). FR multiple times will add layers of the bleed effect and quickly drain low level mobs.

When you get to lvl 26 you'll get a buff called Poison Fang that adds to your damage, and you get Axe Mastery at 29. Also at level 29 you get Devour which cuts mob defenses in half, which increases your damage to them by about 35% and even increases your bleed damage which is also physical. Combos like Devour->FR->Attack->FR->Attack eat away at your opponents and you basically outlast them with your defenses. You get level 4 Shapeshifting Intensity at level 28 and the second level or True Form at 29.

You may want to pick up some apothecary goods. Things likeLife Powder recover 50 hp/mp a second for 10 minutes. Easy to farm and will save you on pots or meditation time. During combat thats reduced to 12.5 hp/mp a second but still very decent.

The skills I would focus on:

    Passives and Buffs
    ~ True Form (Tiger HP)
    ~ Shapeshifting Intensity (p def)
~ Axe and Hammer Mastery (damage)
    ~ Poison Fang (Wood buff)

    Tiger skills:
~ Flesh Ream (main aggro skill)
~ Alacrity of the Beast (Channel Cancelling for bosses)
    ~ Devour (P def/atk lvl debuff)
~ Sunder (when you can; Self heal and AoE)

When you have extra spirit you can start leveling your human skills more (reccomended at lvl 60/80+):
    ~ Mighty Swing (Stun)
~ Stomp (Basic human DD skill)
    ~ Slam and Swell (AoEs)
    ~ Armageddon (Lots of damage)

Generally for any class the format of focus on:
    ~ Passives and Buffs
    ~ Often used skills/debuffs
    ~ AoEs

    works quite well.

Other skills not listed like Frighten and Surf Impact or Penetrate Armor can be worth leveling if you feel they fit your playstyle. For sure though, for focusing on squad based tanking level Ream, Devour and your passives/buffs as high as you can.

    Pros:

    High HP
    High HP Recovery Rate
    Good Physical Defense
Skills to help keep aggro/hate of monsters
Best Tank / Wanted in Parties
Catapult Pullers = Essential in Territory Wars
    Great damage at endgame
    Cons:

Low accuracy(due to low DEX in most builds. Can be solved at later levels with the skill Blood Bath, as well as +50% accuracy rings (Lv. 77 Misty Forest Ring))
Low damage in the beginning/mid levels
    Low Magic Defense
    High repair cost
    High potion/charm cost
Requires patience. Many give up before reaching lv 89+ due to high costs & other classes excelling more in terms of damage. (Barbarians rock at endgame though)

STR - Strength: (+4 Str adds +1 DEF; +6 Str adds +4 DEF)

increases attack power for melee weapon
    increases physical defense
Armor stat requirement: Usually 0.5 STR every level for magic robes, 1 STR for light armors, and 2.5 STR for heavy armors.
    DEX - Dexterity: (+1 Dex = Accuracy +8 and Evasion +8)>/p>

increases attack power for range weapon
    increases evasion
    increases accuracy
increases critical hit rate (Every 20 DEX gives 1% more critical hit rate)
Armor stat requirement: Usually 1 DEX every level for light armors, 0.5 DEX for heavy armors, and of course 0 for magic robes.
    VIT - Vitality: (+1 Vit = Max HP +17)
    increases physical defense
    increases magic defense
    increases HP
increases HP regeneration rate (NOTE: HP regen is reduced by 75% when in combat mode)
    MAG - Magic: (+1 Mag = Max MP +7)

    increases magic attack power
    increases magic defense
    increases MP
increases MP regeneration rate (NOTE: MP regen is reduced by 75% when in combat mode)
Level Up Bonus: Max HP +34, Max MP +14

All builds will benefit greatly with the Blood Bath skill lv. 10 (Reduces maximum HP and current HP by 16% to increase accuracy by 200% for 10 minutes) and +50% accuracy rings. Blood Bath easily solves the low accuracy problem. The +50% accuracy rings (can be used at Lv. 77?) are not a necessity, but it helps a lot in PVP at high levels, when you start to miss Archers and Blademasters most of the time.
A note on the +50% accuracy rings (aka Misty rings): Mistys are almost worthless if the base accuracy of a Barbarian isn't at least moderately high. Mistys don't benefit from Blood Bath at all, which is their biggest downside. However, they become irreplaceable once your Barbarian's base accuracy is high. Also, you won't be able to get these rings until around lv 70; and even then, they are quite expensive and rare.
Also, if you get to lv 90, you can replace LingYun rings with HH 90 gold rings (each +30% accuracy and +2 % crit) for more damage. Works best with the Demon path because this path adds more critical hit rate to some skills and +100% more accuracy for Blood Bath.

The build I used for my barb was:

    3 str
    1 dex
    1 vit

until I had 60 dex. I would not put higher than 60 dex.

    Then I put

    3 str
    2 dex

    per level until 100.

This gives you 300 str, 150 vit and 60 dex at level 100 (Adjust for any inaccuracies if there are any, I do not have the time at the moment).

So you said best build... Its same as i wanna buy a car wich 1 is best for me? It depends what do you want to do with your barb really... If you want aps then make a bm. If you wanna make a real tank then you should put on vit too.
I wouldnt make barb as 1st toon couse it could be very expensive especially an aps barb.

Edit: sry i saw you made 2 topic: 1for stats 1for skills. So sry its night at us and i wrote in wrong 1 -.-'
