Level 3 Manufacturing

Hi ppl, i have a question. I got level 2 blacksmith and tailor skills, but after every manufacture lvl 2 weapon/armor, the mastery skill keeps the same and the skill bar doesn't get experience. Is there a specific NPC/City where am i supposed to manufacture the items to reach the skill lvl 3 ?

My class is Barbarian lvl 40.

    There's no particular city you need to be in, except that the starter cities may not offer high enough level gear to be manufactured.

    You shouldn't be manufacturing level 2 gear, namely. You should be manufacturing gear that requires level 2 manufacturing skills, which will be the highest level gear you can make at all. This is available at the NPCs in archosaur, at least, and probably most other cities as well.

    To advance to level 3 manufacturing, you need to make level 3 gear (need lowest mats) in any of the starter cities, or level 4 (need low mats) which can be done in Archosaur and subsequent quest areas.
