How, when, and where, do I get get my level 2 manufacturing skills?

    How: by talking to your race's elder about "learn manufacturing skills" and buying them.

    When: your manufacturing-skill XP bars are maxed out for each of the manufacturing skills. IIRC you have to make ten (10) items using each skill to max these out on level 1.

    Where: your race's home city, at the city elder.
