Update server connection fails

Okay, so i am new to this game, downloaded it and etc (verified to multiple times) and now it just wont let me update, it says it fails over and over again, and then tells me to try other update servers, but they both say the exact same thing, ive also tried to DL and manual patch it, but again, it comes up with a ''fail to connect to update server'' anyone have this problem and can help me fix it 
, hopefully its an easy fix
specs: AMD Phenom 8650 Triple-core 2.30 GHz,2gb ram, 64 bit

the file thats stopping the patch seems to be consol_cmd.txt it dosnt want to get past that on patch 5150

I'm having the same issue, I keep getting the message "update server connection fails."
I have allowed added PWI to my list of exceptions to the firewall. I try to verify, but it gives me the same message.
Will anyone help me?0 -
Ok, I found a fix! I went to the below link and followed darthpanda16's advise about adding all .dll the exceptions and fixing the proxy on my IE. Yea!
