issues with my skill bar ?

ok, so my skill bar that im suppose to be able to swap through using "V" hotkey, does not work, and i cannot change it from what it is, all the skill bars are different not the same, and i can expand it, but i dont like having 2 of the same bar, i cant expand it by just the 1 i want, the 1-9 skillbar works, but not the f1's , thanks if you got solution! this is on my sin if that matters.. my bm's works fine
