windows 7 dx 11 radeon 4520 problems

I have a HP laptop with 4 gigs of memory shared 1.9 with a radeon mobile 4520 graphics card
I have installed pwi and been playing for a few weeks

I get these errors

black draw lines
language switches between English and what looks like Chinese
black draw lines appear and disappear covering most screen when I have graphics on low all the way or high,

I have updated all video graphics drivers and DX to make sure all current

I do not have screen caps but have described errors to a tee

the black lines will travel from NPC to my veno pet or my veno pet will look like it is in a black bag,

the languages and names will be half american and half other languages,

please help I do not want to quit playing as I love this game. b:cry

    Try performing a clean install of the latest drivers. If it still happens, remove the drivers and try an earlier version. You might also try the latest beta drivers.

    my video drivers are updated would a reinstall of perfect world work and laptop is a G 62 -340US radeon ATI mobile

    when I installed gave me error needed dx 9.0c to run when I installed should I ignore this error

    no, you should download the complete DirectX installer that has all the dll's needed and install it.
