Can anyone recommend a friendly and populated PVE server

    None if the pve servers are really populated, but they're all friendly. Most players are on pvp servers.

    Believe me, I really wish that were true. Unfortunately, every server has its share of jerks regardless of whether its PvP or PvE. Also, I dont really agree that most players are on the PvP servers either. The population of all servers is on a rapid decline.

    If I was to make any recommendation regarding which server to pick, I would go with the PvE server that offers the best ping. The reason for picking the best ping is obvious, but I also recommend a PvE server since trying to level a character nowadays with all the roaming level 100+ players with OP gear is just ridiculously frustrating. One pretty much has no choice but to drop a load of cash to power-level and buy all their gears unless they want to get one-shotted over and over and over and over...... whereas on a PvE, you can still play and enjoy the game without having to power-level or max your credit card if you dont want to.

    @All 3 of you: I have active characters on RT, DW, and LC. Trust me, LC has MANY more active end game players than either of those pve servers. I haven't tried every server because what's the point, but you're an idiot if you think some dead pve server is more populated than LC.
